#BEEready: What Is a Priority Element?

In South Africa’s Broad-Based Black Economic Empowerment (B-BBEE) framework, not all scorecard elements carry the same weight. Some are considered Priority Elements, the core measures that show whether a business is truly transforming, not just ticking boxes.

Understanding the Priority Elements

There are three Priority Elements on the B-BBEE scorecard:

  1. Ownership
    Demonstrates real black ownership and control within the business.

  2. Skills Development
    Reflects the company’s investment in training, upskilling, and creating opportunities for black employees and learners.

  3. Enterprise and Supplier Development (ESD)
    Shows how the company empowers black-owned suppliers and contributes to economic inclusion through procurement and development support.

Large enterprises must comply with all three.
Qualifying Small Enterprises (QSEs) must comply with Ownership and one of the other two (Skills Development or ESD).
